CONRICYT Guidelines and Policies


The main intention of the National Consortium for Scientific and Technological Information Resources (CONRICYT) is to benefit Institutions of Higher Education (IHEs) and Research Centers with greater thematic coverage, as well as to promote Consortium membership for institutions of higher education. The following documents present the policies, criteria, strategies, and parameters to carry out CONRICYT´s activities correctly, pursuant to the guidelines set forth in the Collaboration Agreement signed by the founding institutions.

1. Policies and Criteria for Implementation, Development, and Monitoring of the National Consortium for Scientific and Technological Information Resources

Offers a strategic reference framework for implementation, development, and monitoring of the scientific and technological information resources, as well as information about resource acquisition; inclusion of IHEs, Research Centers, and private institutions of higher education; and the polices for funding, communication, and dissemination, in addition to the Consortium´s follow-up and evaluation criteria.

2. Policies and Criteria for the Selection, Acquisition, and Procurement of Scientific and Technological Information Resources

States the policies and criteria to be followed for the selection, acquisition, and procurement of scientific and technological resources in accordance with the Collaboration Agreement by and between the CONRICYT founding institutions in order to provide the best conditions and increase the quantity and quality of services provided by the Consortium.

3. Parameters and Instruments for Analysis of Usage Statistics that Are Applicable to CONRICYT´s Decision-Making Process

To guarantee optimal development of scientific and technological information resources, such resources must be subjected to periodic and systematic scrutiny through usage-based evaluations to meet the demands of users. It bears mentioning that economic, technical, and operating variables affect the selection of new information resources; therefore, it is necessary to meet certain parameters useful for decision making.

4. Strategies to Improve the Cost/Benefit Ratio in the Procurement of Digital Resources

It is necessary to present strategies that guarantee savings on investment resources and to provide better service and the capacity to respond to a failure in the technological infrastructure of Mexico´s IHEs and Research Centers that are CONRICYT subscribers.

5. Parameters and Instruments for Analysis of Usage Statistics from the Perspective of Beneficiary Institutions of CONRICYT

For better usage of the scientific and technological information resources offered by CONRICYT, those in charge of an Institution´s or Research Center´s postgraduate studies, research, and digital libraries must conduct periodic and systematic evaluations to guarantee optimum resource usage.

6. CONRICYT Communication and Dissemination Policies

The success and impact of CONRICYT depends in large part on communication and dissemination activities. It is necessary to respond to the dual objectives of the dissemination of activities—both internally and externally—and the strengthening of the Consortium´s identity through specific actions to meet Consortium objectives.

Criteria that offer guidance for the Consortium´s e-book selection and acquisition process.
